هناك استياء واسع من جانب المخططين الأفارقة حول التوزيع المكاني للسكان ودرجة الهيمنة الحضرية على وجه الخصوص، توثق هذه الدراسة الأهمية المتزايدة للاستراتيجيات الوطنية للتطوير الحضري في خطط التنمية الأفريقية وتفحص عوامل أخرى مشاركة لإقرار تبني هذه السياسات للتنمية المكانية. وجدت هذه الدراسة كنتيجة علاقة ضعيفة بين الهيمنة الحضرية وتبني السياسة المكانية، أما العوامل الأخرى مثل استقرار الحكومات ومستوى الاستقلال الوطني، يظهر ان علاقة أقوى مع تبني كل من سياسات مراكز الخدمات الريفية ومدن التسوق وسياسات النظم العمرانية عامة.
